Odisha Government Jobs 2026: OPSC, OSSC and OSSSC Routes Explained

"Odisha government job" covers several different recruitment systems. A graduate aiming for an OCS officer post, a diploma holder aiming for a junior engineer post and a candidate aiming for a forest guard post deal with different commissions, portals and exam schemes. This guide sets out who recruits for what in 2026, which rules apply to most candidates, and how to track the cycles that are running now. Every recruitment detail below comes from the official websites and rules linked in the text, as they stood on 9 October 2026.

The three commissions and what they recruit for

CommissionWhat it typically recruitsRecruitment cycles listed on its site (Sept–Oct 2026)
Odisha Public Service Commission (OPSC)Higher civil services (Odisha Civil Services), Group A and B technical and professional posts, medical and teaching postsOdisha Civil Services 2025 (Advt. No. 05 of 2025-26); Assistant Executive Engineer, Assistant Horticulture Officer and Assistant Fisheries Officer advertisements numbered "of 2026-27"
Odisha Staff Selection Commission (OSSC)Group B and C state-cadre posts through combined exams at graduate, technical, postgraduate and Plus Two levelsCGLRE-2025 (Advt. No. 5751/OSSC, 12.12.2025); CTSRE-2025 (Advt. No. 5925/OSSC, 30.12.2025); CPGLRE-2025 (Advt. No. 5915/OSSC, 30.12.2025); a combined exam for posts with physical tests (Advt. No. 980/OSSC, 19.03.2026)
Odisha Sub-Ordinate Staff Selection Commission (OSSSC)Subordinate and district-cadre postsCRE-2023 (IV) for RI, ICDS Supervisor, ARI, Amin and SFS; CRE-2025 (II) for Forester, Forest Guard and Excise Constable; Nursing Officer-2026; Radiographer-2026

The table shows a pattern. Recruitment cycles run long, and a cycle labelled "2025" is often still running in late 2026. On 28 September 2026, OSSC posted a notice about the preliminary exam for CTSRE-2025. On 6 October 2026, OPSC posted a scribe notice for the Main Written Examination of Odisha Civil Services 2025. When you plan your year, look at which stage each cycle has reached, not only the year in its name.

The Odia language condition

Most Odisha state-cadre recruitment requires proficiency in Odia. The clearest statement is in the Combined Graduate Level Recruitment Examination Rules, 2022. The General Administration & Public Grievance Department notified these rules on 29 October 2022. Rule 4(d) says a candidate must be able to speak, read and write Odia and must have met at least one of these:

  1. Passed the Middle School examination with Odia as a language subject.
  2. Passed Matriculation or equivalent with Odia as the medium of examination in a non-language subject.
  3. Passed Odia as a language subject in the final examination of Class VII or above.
  4. Passed a test in Odia of Middle English School standard conducted by the Board of Secondary Education, Odisha.

This rule governs the OSSC combined graduate exam. Other recruitment rules carry their own versions, so always read the language clause in your specific advertisement.

Self-check: which route applies to you?

Your situationRoute that may applyProof to keep ready
Studied in an Odisha school and took Odia up to Class VII or beyondRoute 1 or 3Mark sheet or certificate showing Odia as a subject
Took Class 10 in Odia mediumRoute 2Matric certificate and mark sheet showing medium
Grew up outside Odisha with no school OdiaRoute 4 (BSE Odisha's ME-standard Odia test)Pass certificate for that test, obtained before you apply

Illustrative example: a candidate who studied in a CBSE school in Bhubaneswar and took Odia as a second language until Class VIII would look at route 3 and keep the Class VIII mark sheet ready. A candidate from another state with no Odia schooling cannot rely on routes 1 to 3 and would need the BSE test.

How the OSSC graduate-level exam is structured

The 2022 rules set a three-stage scheme for the combined graduate level exam:

  • Stage I: a preliminary written exam of multiple-choice questions for 150 marks. The indicative syllabus covers Class 10-level arithmetic and data interpretation, reasoning, current events and computer awareness.
  • Stage II: a main written exam of two papers for 200 marks. Paper I is Language (Odia and English), including Odia comprehension at Class 10 standard and English–Odia translation. Paper II is General Studies, including the history of Odisha. Certain posts also have a Computer Skill Test or a Mathematics test, each qualifying at 50%.
  • Stage III: certificate verification.

The rules allow negative marking at the Commission's discretion and require at least five times the number of vacancies to be called to the Mains. They also let OSSC revise the syllabus. Treat this scheme as the baseline and confirm the current pattern in the advertisement for the cycle you are taking.

OPSC: civil services and professional posts

OPSC conducts the Odisha Civil Services exam. Its 2025 cycle (Advt. No. 05 of 2025-26) is at the Main Written Examination stage: OPSC posted a scribe notice for the Mains on 6 October 2026. OPSC also runs a steady stream of post-specific recruitments for engineers, agriculture and horticulture officers, medical officers and college teachers. Its homepage summary of candidates recommended up to December 2023 lists 2,392 Medical Officers, 787 Assistant Section Officers and 432 OCS-2021 officers, among others. That gives a sense of how broad its intake is.

Two practical points from OPSC's own website:

  • Applications go through OPSC's "e-Chayan" online portal.
  • Fees: OPSC's homepage notice says the GA & PG Department, by order No. 9897/Gen dated 11.04.2022, exempted all categories of candidates from fees. It adds that e-Chayan has no provision for accepting them. The Commission posted this warning because fake OPSC advertisements with fee-payment links have circulated on social media. If someone asks you to pay an "OPSC fee" through a link, treat it as a red flag and check the homepage first.

Police and other uniformed posts

Uniformed posts are spread across more than one body. OSSC's 2025 combined exam for "posts having Physical Measurement and Physical Efficiency Test" (Advt. No. 980/OSSC) reached its final answer key on 5 October 2026. OSSSC's CRE-2025 (II) for Forester, Forest Guard and Excise Constable posts had physical tests notified on 1 October 2026.

For police constable and sub-inspector posts, confirm which body is running the current cycle from official notices of Odisha Police and the Home Department. Do not rely on a coaching site's description.

A weekly tracking routine (15 minutes)

Long cycles mean that missed notices, not missed exams, cost people the most. A simple routine:

  1. Monday: open the "What's New" or "Recruitment News" panels on OPSC, OSSC and OSSSC, and note any item that mentions your advertisement number.
  2. Keep a one-page log: advertisement number, your registration number, current stage, next action and its deadline.
  3. Watch for these notice types: answer key objections (OPSC's notices give a last date for objections), certificate verification lists, option or preference filling, and counselling schedules. OSSSC ran several counselling notices for CRE-2023 (IV) between 19 September and 9 October 2026, including one postponement.
  4. Re-check documents whenever a verification stage is announced. You will need category, Odia-proficiency and other supporting proof in the formats the notice specifies.

Preparing without guessing

  • Download previous question papers from each commission's "Previous Question Papers" section. Practise on official papers before you buy third-party material.
  • Odisha-specific content appears in the syllabi. The OSSC graduate-level Main includes the history of Odisha and an Odia language paper. Budget time for both if you studied outside the state.
  • For a step-by-step way to turn any commission's syllabus into a study plan, see our guide to state PSC preparation.

What you should not take on trust

You may see "expected" vacancy totals, salary ranges or "tentative" exam months for 2026 on coaching sites. None of these are commitments by the commissions. Vacancies, pay levels, age limits and exam dates are fixed only by each advertisement and its addenda. If a figure is not in an official PDF on opsc.gov.in, ossc.gov.in or osssc.gov.in, leave it out of your planning.
