SSC CGL 2026: Exam Structure, Marking, Normalisation, Post Preferences and Strategy

Most candidates meet SSC CGL through its syllabus, but the examination is easier to plan for if you first read it as a scoring system. The Staff Selection Commission's notice for the 2026 examination fixes how many questions each section has, how many marks each question carries, how much a wrong answer costs, how long each section stays open, which sections only need to be passed and which ones decide your rank, and how your post is chosen from the preference list you submit. This chapter reads the scheme of examination paragraph by paragraph from the notice (F. No. HQ-C11018/1/2026-C-1), turns each rule into arithmetic you can use, explains the normalisation procedure the Commission has published for multi-shift examinations, and ends with a preparation strategy that follows from the numbers rather than from habit. Pattern figures here are quoted from the 2026 notice; for any later cycle, re-read that cycle's notice before relying on them.

KarmSakha preparation topics covered

  • What the Combined Graduate Level Examination recruits for: Group B and Group C posts at pay levels 4 to 8, age brackets and the qualification conditions that differ by post
  • Tier-I: four 25-question parts, 50 marks each, a one-hour paper with 15-minute sectional timers and a penalty of 0.50 mark per wrong answer
  • Tier-II Paper-I: Session-I (Section-I mathematics and reasoning, Section-II English and general awareness, Section-III Computer Knowledge Test) and Session-II (Section-IV Data Entry Speed Test)
  • Tier-II Papers II (Statistics) and III (General Studies — Finance and Economics): which posts need them and how they enter the merit list
  • Negative-marking arithmetic: marks per question, break-even accuracy, the value of eliminating options, and accuracy against attempts
  • Minimum qualifying marks, DEST error limits, which marks count towards merit for which post, and the order in which ties are broken
  • Normalisation of multi-shift scores as described in the Commission's published procedure: per-shift percentiles, interpolation and averaging
  • The online option form: why post preferences are irreversible, physical-standard posts, and how to order a preference list
  • A time budget per question under the sectional timers and a preparation plan built on the weight of each section in the merit total

What the Examination Recruits For, and Why the Post Matters Before You Study

The Combined Graduate Level Examination fills Group 'B' and Group 'C' posts in central ministries, departments, constitutional and statutory bodies and tribunals. Paragraph 2 of the 2026 notice lists the likely posts by pay level: Level 8 (Assistant Audit Officer and Assistant Accounts Officer in the Indian Audit and Accounts Department), Level 7 (Assistant Section Officer in the Central Secretariat Service and several ministries, Inspector of Income Tax, the three Inspector posts in CBIC, Assistant Enforcement Officer, Sub-Inspector in CBI, Inspector Posts and Inspector in the Central Bureau of Narcotics), Level 6 (among others Junior Statistical Officer, Statistical Investigator Grade-II, Executive Assistant, Research Assistant in NHRC, Divisional Accountant and Sub-Inspector in NIA), Level 5 (Auditor and Accountant posts) and Level 4 (Postal and Sorting Assistant, Senior Secretariat Assistant/UDC, Tax Assistant and others).

One examination feeds all of these posts, but the posts are not interchangeable from the candidate's side. Age limits differ: the notice sets 18–27 years for the Level 4 and Level 5 posts, 20–30 years for Assistant Section Officer in CSS, Railways, MEA and AFHQ and for Sub-Inspector in CBI, 18–32 years for Junior Statistical Officer, and 18–30 years for most others, all counted as on 01-08-2026 with category relaxations listed in paragraph 5.2. Some posts also carry an extra qualification: Assistant Audit Officer (State Cadre) and Assistant Accounts Officer (State Cadre) need a matriculation-level certificate of proficiency in the regional/official language of the State (paras 8.1.2 and 8.1.3). Junior Statistical Officer needs a bachelor's degree with at least 60% marks in Mathematics at the 12th-standard level, or Statistics as a degree subject; Statistical Investigator Grade-II needs a degree in one of the subjects listed in paragraph 8.3, such as Statistics, Mathematics, Economics or Computer Science.

Why this matters before you open a mathematics chapter: the post you are aiming at decides which papers you sit and which skills are only qualifying for you. A candidate eyeing Junior Statistical Officer must prepare the 100-question Statistics paper; a candidate aiming at Assistant Audit Officer must prepare the Finance and Economics paper; a candidate aiming at Tax Assistant must clear the Data Entry Speed Test at a higher standard. Deciding your realistic target posts early changes how you split your study hours.

Tier-I: Four Parts, One Hour, Sectional Timers

Paragraph 13.8 of the notice sets out Tier-I. It has four parts in this order: A, General Intelligence and Reasoning; B, General Awareness; C, Quantitative Aptitude; D, English Comprehension. Each part has 25 questions worth 50 marks, so the paper has 100 questions and 200 marks, and each question is worth 2 marks. The paper lasts one hour with a sectional timer of 15 minutes for each subject. Candidates eligible for a scribe under paragraphs 7.1 to 7.3 get 1 hour 20 minutes, with 20 minutes per subject.

The sectional timer is the rule that shapes Tier-I strategy. You cannot bank time from General Awareness, which many candidates finish quickly, and spend it on Quantitative Aptitude. Each part has its own 15 minutes, which is 36 seconds per question. The practical consequence is that each part needs its own internal plan: which question types you take first, and when you stop working on a question.

All Tier-I questions are objective multiple-choice questions, set in English and Hindi except the English Comprehension part. There is a penalty of 0.50 mark for each wrong answer (paragraph 13.8.2); an unanswered question neither gains nor loses. Paragraph 13.10.5 fixes the level: parts A, B and D are pitched at graduation level, and part C, Quantitative Aptitude, at 10th-standard level. That last line surprises many candidates. The Tier-I mathematics is school mathematics asked quickly; the difficulty comes from speed, not from advanced content.

Tier-I does not decide your final rank. Paragraph 16.3 says candidates are shortlisted category-wise on Tier-I marks to appear in Tier-II, with separate cut-offs for three groups: candidates for Junior Statistical Officer and Statistical Investigator Grade-II (to sit Paper-I and Paper-II), candidates for Assistant Audit Officer and Assistant Accounts Officer (to sit Paper-I and Paper-III), and candidates for all other posts (to sit Paper-I). Paragraph 16.10 then states that the merit list is prepared on the basis of performance in Tier-II only. Tier-I is a gate: clear it comfortably, then put your effort into Tier-II.

Tier-II Paper-I: Two Sessions, Four Sections

Paper-I of Tier-II is compulsory for every post (paragraph 13.9.2) and is held in two sessions on the same day (paragraph 13.9.5). Session-I lasts 2 hours 15 minutes and contains three sections in a fixed sequence. Section-I has Part A, Mathematical Abilities (30 questions), and Part B, Reasoning and General Intelligence (30 questions): 60 questions at 3 marks each, 180 marks, one hour, with a sectional timer of 30 minutes for each part. Section-II has Part A, English Language and Comprehension (45 questions), and Part B, General Awareness (25 questions): 70 questions at 3 marks each, 210 marks, one hour, with sectional timers of 40 minutes for English and 20 minutes for General Awareness. Section-III is the Computer Knowledge Test: 20 questions at 3 marks each, 60 marks, 15 minutes.

Each section closes automatically when its time ends, and the next one starts immediately. After Session-I, candidates get a break for re-registration, and then Session-II holds Section-IV, the Data Entry Speed Test: one data-entry task of a passage of about 2,000 key depressions in 15 minutes (paragraph 13.9.10.2). Candidates eligible for a scribe get longer timers: 40 minutes for each Section-I part, 55 minutes for English and 25 for General Awareness, and 20 minutes each for Sections III and IV (for DEST this is the 5 minutes of compensatory time in paragraph 13.9.10.7).

Paragraph 13.9.6 makes it mandatory to qualify every section of Paper-I separately. Sections III and IV (CKT and DEST) are qualifying in nature (paragraph 16.6): you must pass them, but their marks are not added to your merit total. For posts where Computer Proficiency is prescribed — the notice lists Assistant Section Officer in CSS, MEA and AFHQ, Assistant in SFIO, Assistant (GSI), Assistant in IMD, the three CBIC Inspector posts, Executive Assistant in CBIC and Postal/Sorting Assistant, among others — higher standards of both CKT and DEST are applied. For posts where DEST is prescribed, such as Tax Assistant in CBIC and CBDT and UDC/SSA in the Central Bureau of Narcotics, a higher DEST standard applies.

Tier-II questions are objective multiple-choice, bilingual except the English Language and Comprehension part (paragraph 13.9.7). The level is set by paragraph 13.11.8: Mathematical Abilities at matriculation level, English Language and Comprehension at 10+2 level, and Papers II and III at graduation level. 'Matriculation level' describes the concepts, not the difficulty. Tier-II mathematics uses the class 9–10 toolkit — similar triangles, circle theorems, trigonometric identities, mensuration of solids — in problems of several steps, which is why chapters 5 and 6 of this book are pitched at that depth.

Session-II, Section-IVData Entry Speed Test (qualifying): one task of about 2,000 key depressions——15 minutes

Papers II and III, and Which Marks Count for Which Post

Paper-II, Statistics, is only for candidates who applied for and are shortlisted for Junior Statistical Officer (Ministry of Statistics and Programme Implementation) and Statistical Investigator Grade-II (Office of the Registrar General and Census Commissioner). Paper-III, General Studies (Finance and Economics), is only for candidates shortlisted for Assistant Audit Officer and Assistant Accounts Officer (paragraph 13.9.3). Each is a 100-question, 200-mark paper of two hours (2 hours 40 minutes for scribe-eligible candidates), and each carries a penalty of 0.50 mark per wrong answer, against 1 mark in Sections I–III of Paper-I (paragraph 13.9.8).

The Statistics syllabus (paragraph 13.11.6) is a full graduate statistics course: collection and presentation of data, central tendency and partition values, dispersion, moments, skewness and kurtosis, correlation and regression, probability and Bayes' theorem, random variables and the binomial, Poisson, normal and exponential distributions, sampling, estimation and hypothesis testing, analysis of variance, time series and index numbers. The Paper-III syllabus (paragraph 13.11.7) has Part A, Finance and Accounts (80 marks), and Part B, Economics and Governance (120 marks), which covers the CAG and the Finance Commission, micro-economics, the Indian economy, economic reforms since 1991, money and banking, the FRBM Act, 2003 and IT in governance. Chapter 6 of this book gives the statistics foundations that Paper-I asks for; Paper-II needs a dedicated statistics text beyond this course.
