These rules apply to all civil service employees of the Jammu and Kashmir government, prescribing conduct norms including integrity, devotion to duty, and ethical behavior. They prohibit actions like canvassing influence, engaging in private trade, political participation, bigamy, and consumption of intoxicants. The rules also define family relationships for conflict-of-interest purposes and extend conduct standards to employees in government-funded corporations. Certain categories like All India Service members are exempt. The rules came into force upon publication in the Government Gazette on February 5, 1971.
